ATVOD ESTABLISHES INDUSTRY FORUM

First meeting elects Chair and vice-Chair


At its first meeting yesterday, the new ATVOD Industry Forum elected Kerry Nielson of Discovery Communications Europe Ltd as Forum Chair, and Helena Brewer of Canis Media Ventures as Forum vice-Chair.

 

Initiating establishment of the Forum is an important step in ATVOD’s first year of operation, enabling the industry to voice concerns and discuss issues around regulation of the nascent market, and offering the co-regulator access to high-quality information from across the industry. It will be followed by further ATVOD initiatives to increase engagement with other stakeholders, especially consumer and special interest groups.

 

The Industry Forum is open to all providers of notified On Demand Programme Services and was established to:

- advise ATVOD on any relevant issues relating to its regulation of UK video on demand providers, including relevant industry developments and concerns

- provide a means of reaching out to, and engaging with, the broader industry, including by selecting individuals to represent the VOD industry in other arenas.

- provide feedback and advice on guidance and consultations issued by ATVOD.

- act as a key forum for ATVOD to raise and inform on matters relevant to on-demand programme services.

- discuss trends in complaints, breaches, sanctions and other ATVOD activity with a view to early identification of concerns and pre-emptive solutions.

- be informed by ATVOD of the fulfilment of its statutory regulatory duties including being consulted on any proposals for significant changes on how those duties are carried out.

 

The Forum will meet quarterly with ATVOD Chair Ruth Evans and ATVOD Chief Executive Pete Johnson in attendance.

 

In a statement to Forum members, Forum Chair Kerry Nielson said:

 

“The VoD industry is in the very early stages of its development and needs to be allowed to grow.  This can only happen if the regulatory environment is right.  I believe that the role of Chair of the Forum will be to ensure that all the voices from this extremely broad group are heard and the co-regulatory system evolves in a way which does not hamper the industry’s development and which applies a fair and proportionate form of levy.”


Welcoming the establishment of the Forum and the new Forum Chair, ATVOD Chair Ruth Evans said:

 

“Co-regulation is partnership in which the regulator works with the industry and draws on its expertise to ensure that statutory rules are implemented in a way which best protects consumers while avoiding unnecessary burdens on industry. Until now, the video on demand industry has not had a single mechanism through which it can engage collectively and collaboratively on issues of concern. The ATVOD Industry Forum will give ATVOD and the VOD industry a means of engaging constructively on a range of issues and I very much look forward to working with Kerry and Helena.”
